How to Get a NIF in Portugal: The 2026 Guide

The short answer

You can get a Portuguese NIF for free. Apply in person at any Finanças desk or Loja do Cidadão with your ID or passport and proof of a foreign address, or, if you are outside the EU/EEA and applying from abroad, through a representative on the Finanças e-balcão. The number itself never carries a fee. A fiscal representative is a separate question: it is not required to issue the NIF, and for EU/EEA residents it is never required.

What is a NIF, and who needs one?

The NIF (Número de Identificação Fiscal), also called the número de contribuinte, is Portugal's tax identification number. You need it for the ordinary acts of life here: buying goods or services, signing contracts and opening a bank account, and more broadly for employment and dealings with the tax authority. If you are moving to Portugal, buying property, or applying for a D7 or D8 visa, the NIF is usually the first number you need.

Anyone can hold one. Any Portuguese or foreign person, resident or non-resident, may request a NIF. It is a nine-digit number — eight sequential digits and a check digit — and it stays the same whether you are later registered as a resident or a non-resident (AT leaflet, 2025).

How much does a NIF cost?

At the tax authority, nothing. The official page states it plainly: «O pedido do NIF é gratuito» — requesting the NIF is free. There is no government fee to issue the number.

What can cost money is convenience. If you are abroad and pay a service to file for you, you are paying for the filing and, sometimes, for fiscal representation — not for the NIF itself. The price comparison breaks down what the services actually charge for.

How to get a NIF: your two routes

Which route fits you depends on where you are and where you are a tax resident.

In person (free)

You can request the NIF yourself at any Serviço de Finanças or Loja do Cidadão, by prior appointment. The appointment is booked through the tax authority's phone line (CAT, 217 206 707) (AT leaflet). Bring your documents, and the number is issued at no charge.

Remotely, through a representative (from outside the EU/EEA)

If you live outside the EU, Norway, Iceland or Liechtenstein and cannot come in person, the request goes through the Finanças e-balcão, submitted by a representative on your behalf. Two things worth knowing:

  • The person who submits the e-balcão request is a legal representative for that request — the AT leaflet calls this «uma figura distinta do representante fiscal», a figure distinct from the fiscal representative. Filing the request is not the same as appointing an ongoing tax representative.
  • That representative can be a trusted person already living in Portugal, in which case the number is still free, or a paid service that does it for people with no contact here.

What documents do you need?

For a non-resident, the AT leaflet lists:

  • A valid civil identification document or its legal equivalent — a valid passport.
  • A document showing your address abroad, unless the address already appears on the ID.

One extra rule for passports: if you present a passport, you must also present your entry visa to Portugal or the Schengen Area.

Do you need a fiscal representative to get a NIF?

This is where people overpay, and where even the official pages are not perfectly consistent, so it is worth being precise.

To issue the number, no. The tax authority's detailed guidance is explicit: «No ato de inscrição e atribuição de NIF... não é obrigatória a designação de representante fiscal» — at registration and attribution of the NIF, appointing a fiscal representative is not mandatory (Ofício Circulado 90057/2022, ponto 2). The 2025 AT leaflet says the same.

You may still see it listed as a requirement. One gov.pt page includes «ter um representante fiscal» among the documents for a non-resident. Two things reconcile that: the remote route needs someone to submit the request (the legal representative above, distinct from a fiscal representative), and the fiscal-representative obligation itself attaches later, not at issuance.

When can it attach? Only once a non-EU/EEA resident builds an actual tax relationship in Portugal — property or a vehicle registered here, an employment contract, or self-employed activity (Ofício 90057/2022, ponto 3). And since 9 July 2022, activating free electronic notifications removes the obligation in most cases. For residents of the EU/EEA it is never required — always optional.

EU/EEA versus outside the EU/EEA

The distinction runs through the whole process, so it helps to hold it in one place:

  • Resident in the EU/EEA (including Norway, Iceland and Liechtenstein): you can apply in person, and a fiscal representative is always optional.
  • Resident outside the EU/EEA: you apply in person if you are here, or remotely through a representative on the e-balcão. A fiscal representative is not needed for the number, may become relevant later, and free electronic notifications are the usual way to avoid it.

After you have the NIF

The number is the entry point, not the finish line. With a NIF you can move on to opening a Portuguese bank account, and if you are on a visa track it feeds into the D7/D8 paperwork. Whatever comes next, keep one habit from this page: check the fee and the requirement against the primary source before you pay anyone, because the NIF itself is free and much of what surrounds it is optional.
