Certificate of Tax Residence in Portugal: How to Get One
Portugal issues two different certificates on Portal das Finanças, both free and both available in English. The Residência Fiscal certificate proves your tax-residency status, used for double-taxation treaties; the Domicílio Fiscal (Morada) certificate proves your address of record. Get the first via Serviços → Obter → Certidões → Efectuar Pedido → Residência Fiscal, and the second by searching 'Certidão de Domicílio Fiscal'.
Residência Fiscal or Domicílio Fiscal: which certificate do you need?
Portugal issues two certificates that get confused, and picking the wrong one means a second trip through the portal. The official Finanças list keeps them as two distinct documents:
| Certificate | What it proves | Typical use |
|---|---|---|
| Residência Fiscal | Your tax-residency status | Double-taxation treaties; given to a foreign tax authority, with the Modelo 21-RFI form where required |
| Domicílio Fiscal (Morada) | Your address of record | Proving where you are registered |
Ask for "proof of tax residence" and someone almost always means the Residência Fiscal certificate. Ask them to prove an address and they mean the Domicílio Fiscal. If a request is not specific, check which of the two they need before you pull it, because both are free and both come from the same place.
How do you get a Residência Fiscal (tax residence) certificate?
Log in to Portal das Finanças with your access password and follow one path: Serviços → Obter → Certidões → Efectuar Pedido → Residência Fiscal. The certificate is issued free of charge.
This is the document a foreign tax office asks for when you claim the benefits of a double-taxation treaty. It attests that Portugal treats you as a tax resident, which is what a foreign authority needs before it will, where the treaty and its conditions allow, reduce or remove the tax it would otherwise charge on the same income.
How long does a Residência Fiscal certificate take?
For a certificate meant to trigger a double-taxation treaty, it is available to print immediately if you are up to date with your declarative obligations. If you are not compliant, the request is held pending review by the DSRI and issued only once you file what is missing and the proof reaches them. The bottleneck is rarely the certificate itself; it is having your tax filings in order first.
How do you get a Domicílio Fiscal (address) certificate?
Use the search box on Portal das Finanças. Type Certidão de Domicílio Fiscal, then under Pedir Certidão click Aceder. After you authenticate, select the certificate type Domicílio Fiscal (Morada), then CONFIRMAR and OBTER.
This certificate proves the address held on file against your NIF. If you have just moved and registered a new address, this is how you produce proof of it. Registering that address in the first place is covered in the guide to changing your NIF address.
Are the Finanças certificates available in English?
Yes. Both certificates you are likely to need here, the Residência Fiscal and the Domicílio Fiscal (Morada), are available in English on Portal das Finanças, next to the Portuguese version. That matters when the document is going to a bank or tax office outside Portugal, since it saves you a translation.
What if you need proof of income as a non-resident?
If you were taxed in Portugal as a non-resident and have to show that abroad, there is a separate certificate for it: Rendimento e Imposto Pago por Não Residente (income and tax paid by a non-resident). It is in the same free certificate list on Portal das Finanças and is available in English too. Keep it distinct from the Residência Fiscal certificate: one states that you are a Portuguese tax resident, this one reports income that was taxed here while you were not.
How much does a tax residence certificate cost?
It is free. Finanças states that certificates obtained through the portal are free of charge and always available, which covers both the Residência Fiscal and the Domicílio Fiscal. If a service offers to obtain one of these certificates for a fee, the fee is for the errand, since the document itself costs nothing.
How do you check a Finanças certificate is genuine?
Every certificate issued through the portal carries a validation code (código de validação) that guarantees its authenticity and blocks fraudulent copies. The certificate is delivered as a PDF.
To let a third party confirm a certificate is real, give them your NIF and the validation code. They check it on Portal das Finanças under Cidadãos → Serviços → Certidões e Comprovativos - Validar Documento. A Finanças certificate needs no stamp because the validation code does that job, and anyone holding your NIF and the code can confirm it.
In short
Portugal issues two free certificates on Portal das Finanças. For tax residency (double-taxation treaties), request the Residência Fiscal via Serviços → Obter → Certidões → Efectuar Pedido → Residência Fiscal. For your address of record, search Certidão de Domicílio Fiscal and pick the Domicílio Fiscal (Morada) type. Both are available in English, both are free, and each carries a validation code so the recipient can confirm it is genuine.
If you are still setting up your Portuguese tax life, the NIF guide covers getting the number these certificates are tied to.
