Your fiscal address (morada, or domicílio fiscal) is changed on Portal das Finanças. A resident, or a non-resident keeping the same status, uses Dados Cadastrais → Morada → Entregar Pedido de Alteração; a non-resident changing residence status uses the e-balcão. Cartão de Cidadão holders change the card instead, and it reaches Finanças automatically. Report it within 15 days, or 60 if your status also changes.

How do I change my fiscal address (morada) in Portugal?

You change it on Portal das Finanças, and the exact route depends on your case. The address of record linked to your NIF is the domicílio fiscal (or morada), which Finanças defines as mandatory and essential data that has to be kept current. If it is wrong, tax notices go to the wrong place.

For foreign citizens who do not hold a Cartão de Cidadão, the official page splits the process by situation:

Both routes are on the same official page. The distinction matters because a plain address change and a change that also flips your resident status are handled by different features of the portal. If you are only moving from one address to another and your resident/non-resident status stays the same, you want the first route. If the move also changes whether Portugal treats you as resident, you want the e-balcão.

What is the deadline to update your fiscal address with Finanças?

The standard deadline is 15 days. It extends to 60 days in one case: when the move also flips your status between resident and non-resident (Portal das Finanças, Morada).

How do I change my address if I have a Cartão de Cidadão?

If you hold a Citizen Card, you do not use Portal das Finanças for this. You change the address on the card itself, on the gov.pt portal or at a Citizen Card desk, and the update is communicated automatically to the Tax Authority, Social Security and the national health service (SNS). One change reaches all three.

There is a catch worth knowing. The Citizen Card address change only becomes valid after a letter with a confirmation code arrives at your new address and you complete the confirmation steps. Until that is done, the change is not final, so allow time for the letter when you are counting against the deadline.

Do I need a fiscal representative to change my address?

No. Changing your morada is a self-service action you take with your own login, so no one has to act for you to do it.

Whether you need a fiscal representative at all is a different question, and the two get confused often enough to separate here. Since 9 July 2022, a non-resident who activates electronic notifications is exempt from designating a fiscal representative, and for residents of the EU or EEA a representative is optional in any case. What happens if your fiscal address is out of date?

Nothing good, because the domicílio fiscal is where the tax administration reaches you. Assessments, deadlines and official notices go to the address on file, so a stale address means you can miss something you are still treated as having received. That is how avoidable fines and closed appeal windows start.

Two habits prevent it. Update the morada within the deadline whenever you move, and activate electronic notifications on Portal das Finanças so tax notices also land in a channel you actually check. The electronic channel has a second benefit for non-residents: activating it is what exempts you from needing a fiscal representative.

Does changing your fiscal address cost anything?

You do the change yourself on the portal, and no official fee is published for it. What is clearly free is the related document: the certificate that proves your address of record, the Domicílio Fiscal (Morada), which Finanças issues free of charge like every certificate on the portal.
